If you're that concerned about starting stats, at the end of the day you're an enchanter and can turn into whatever you want anyway. But I wouldn't worry too much about those since it's not that out of reach to max your stats with gear in the Velious era.

A lot of people say that, but not a lot of people actually have max stats, or are ever going to be in the position to obtain max stats.
But a Dark Elf is a good choice for any Int caster class, and an okay choice for a couple other things.
