Sounds like a mechanic for community questing to me.

The game wasn't released with a wiki or quest guide, the NPC dialog is how you figure out what to turn in and if you turned in all the right items. The mechanic obviously exists to notify the player that they haven't completed the turn ins or turned in the wrong items and to give them the opportunity to do so.
