Holding constant ratio and/or procs lower delay in primary slot is better. The reason for this is that primary weapons receive a dmg bonus that is independent of weapon's stats. Although I believe this does not set in until around lvl 30 and increases as you get higher level.
With that in mind generally you want low delay in primary hand, but don't put a much worse ratio in primary slot just to lower the delay a bit since your primary will still be swinging each time and not have to check on your dw skill.
In your case I would primary the 6/19. unless of course you are a rogue then things are more complicated.
