No, the whole point isn't to prevent multiple accounts from the same location. The whole point is to prevent multiple accounts being used at the same time by a single person.

Wouldn't it then be more reasonable to check for MAC addresses only?

Checking MAC addresses only help with multiple instances of the game on the same computer. It won't help if there is more than one computer involved.
