Castle and Dawn Believers are pretty casual as far as I can tell. Seem to be doing alright.

Castle is a leveling guild insofar as I know. My post was referring mainly to guilds focused on the level 60 portion of the game. I didn't spell that out directly in the earlier post so any lack of clarity is on me.
With respect to Dawn Believers: I'm under the impression it had progressed to the point (both in activity level and in terms of what it does) where it's no longer truly low-end. By all means correct me if I've over-estimated its progress. That's entirely possible as I have relatively few contacts within that guild. With its open-invite policy and generally laid-back demeanor it's probably the guild most fitting for a player desiring a stable lower-end guild. When I attempted to join it at one time the officer I talked to told me not to bother because they didn't want or need level 60's (it was still a dedicated leveling guild at that time). Obviously it has progressed since then--how much?
I was guilded in Kittens for roughly a year. It is absolutely NOT a low-end guild anymore by my use of the phrase and hasn't been for a long time. Like several other guilds it makes a place for casual-minded players on roster without the guild itself as a whole necessarily remaining lower-end. I regard lower-end guilds and casual-friendly raiding guilds as different sorts of entities, with Kittens representing the latter.
