First it is a measure of population control and server loading. By forcing players to pick only one server they can be logged in on, you reduce the total load servers and zones are experiencing.

They are not worried about server load at all. The new server is much beefier than the other server.

Even if you block green+blue, you can't block green+live, green+wow, green+netflix, etc.

Same weak arguement. People can find a near-limitless number of things to do while they camp a boring camp.

I suspect less than 20% of people will be trying to play both. Even less will do it when they're actively in an exp group (people aren't jerks / aren't that desperate to maximize their time / it's not as fun for them either). Think of it this way, People that agree with your philosophy will not be playing both servers simultaneously. Find those people to group with. If EVERYONE is doing it as you fear, then you are in the minority and why should anyone listen to you?
tl;dr you are proposing a bad solution that doesn't really solve the problem you are worried about. If the people that are interested in it people can't play green+blue they will do green+something else.
Since most people have wide / ultrawide/multiple monitors, and EQ is designed for 4:3 aspect ratio (and infact the viewport in game is limited such that widescreen viewports see less... top and bottom chopped), the game lends itself to being played while you're doing something else. As you admitted, EQ is a game with lots of boring periods of camping. and even solo EXP has lots of downtime. Back in the day, your computer couldn't handle doing anything else. Times have changed. Less people would probably play if they couldn't do multiple things at once.
