It means that when Green server finishes its’ progressive timeline at the end of Velious several years later, Green server will reset and all characters will be moved to blue. Thus, server restarts fresh again back to classic timeline.

So then does that mean the Green server is essentially seasonal? Every couple of years everyone starts from scratch?
