I think step #1 is just getting guides for every starting city, with all the quests. Once we have that, step #2 (add era tags to anything that isn't classic) should be pretty easy.
Of course, one doesn't have to prevent the other; if anyone feels like adding era tags to existing guides, don't let me stop you
