Dolalin appears to be right the EQ patch website is hosted in Japan and there typhoon seems to have destroyed a large chunk of infrastructure.

However I found another source for this:

June 11th Patch Notes

- Reporting Damage Over Time - Damage over Time (DoT) done to NPCs will now be reported to the caster every time it does damage. These messages can be filtered in the Options window.

Coincidentally this is also the patch note that introduced scroll wheel to 3rd person. Not sure if that’s on the chopping block or not but it’s definitely a bit immersion killing.
