Green is probably the best time to do it, but I'd only bother getting skill to around 100.
That way you can brute force out a suit of banded for yourself / alts / friends. If you make more than one set of banded you've probably already saved money compared to straight out buying them.
That said, there are people who will do banded very cheaply on green when it comes out.
So basically, do it if you fancy a vanity project.
