I don't think the devs have really officially announced how they're going to treat greenmist if/when it gets put in.
Even though it was iksar only at first, the soe devs did change it to all races and changed it for a reason.
Even if the devs make the ultimate decision to keep greenmist iksar only I still won't mind having it in my bag to add to my collection
