One thing about bankers, they're difficult if not impossible to gain faction for in a lot of cities.
If you can get your Dreadguard faction up for Neriak (wine quest?), bank from outside the room in Neriak, you can angle yourself just outside the doorway where the banker will be in range to click (just don't let him see you)
