The wiki only mentions the drops in Nektulos and the Quest reward from Rivervale. I've been handing in the AC 4 caps to the cleric with no luck. Allakhazam as well seems to have three entries but it seems like the drops from Nektulos are the same thing listed twice.

The wiki of the quest you just linked shows you gotta hand in the skullcap with the common port click on it, if u are handing in either of the caps without a port charge on it they arent the right one according to the link you posted in this thread.
