They're apparently the same item in the database so they should work. Here's a quote from one of the previous links provided...

Orc scalps from Crushbone definitely work with Captain Ashlan in High Pass. I raised my faction from KOS to dubious with Corrupt Qeynos Guards, from indifferent to Ally with High Pass Guards, and apprehensive to warmly with Freeport Militia, turning in CB scalps in HP.
