Brillance give INT and CHA which is odd because the spell says nothing about it and shoudnt. But explains the stacking issues. Appears we found the issues its giving CHA instead of WIS?

This is correct.
Brilliance gives CHA instead of wis, the values match, its just the wrong stat.
