Bump for this. Pet commands should not work outside of something very close to /say range.

Try using a pet to slow down a monster that's running away. It won't happen.
In fact, since your pet seems to have the same line of sight for commands as the
game inflicts for spells, sometimes it only has to go a very short way to be out
of range to call back. And Enchanter pets don't follow commands at all, which
is one of the reasons that their pets are sometimes less than welcome in groups.

Does anyone have any tips to keep my pet near me, under control, and not
running all over the place and bring back monsters that can slaughter me?
I've tried /pet back off, followed by /pet follow, is this the best method?
I also find it tough to keep my pet in hearing range so it will listen to
what I say. I wish I could yell for it to heel or something.

Weird, I have tried it - with pet in range. I'll have to try again.

Furthermore, pets dont response to your commands when they are beyond a
certain range (not that big, in my experience), so it's futile to try and
tell them to back off.

Whenever I'm playing my mage with an elemental, and I don't see him anywhere
near me, I tell the group to run, run fast, don't look back, and head for
the zone, because I have no idea what the pet is killing, and if I'll be the
next target when he dies.
