I'm not 100% sure if this is a bug or not, it may have been introduced in a later expansion. I just created a new gnome mage on green and I went to turn in the letter I started with to Wuggan Azusphere and nothing happened. He doesn't respond to hails either. I know usually you get some form of basic robe or shirt or something from these noob quests.

Did you read the letter ?
I made a gnome mage on Green and got my robe no problem but this was at launch and I do not remember the correct guildmaster.
