I think this is universal to all fear spells, but if I am fear kiting a mob and the mob begins to flee, it will still hit me with one round of attacks once the fear song breaks, even if it's at 1%.

Additionally (and this is probably related to the selo's stacking problem), the "you slow down" message is frequently out of sync with the actual selo's buff leaving. Frequently, Selo's will wear off, the buff icon leaves, and I will be running at normal speed, but it can sometimes take up to two ticks to receive the "you slow down" message.
