It's definitely the graphic used for the
Sceptre of Al`Kabor which was awarded during the Velious launch at GM events on live. I want to say there is an instance of it in Velious off of the Tizmaks as well, but I can't find evidence of that after a quick search. Maybe just the underwater torch, and the artifact?
Better minds then mine might be able to figure out the lucy item graphic number and search for it more. FWIW I'm pretty sure all torch models do this (A Torch, Shaded Torch, Torch of Alna)
