I don't think this is true.
I just turned in 20 bone chips in both places, as lvl 7 dwarf warrior.
In Kaladim I got almost a whole yellow.
In Felwithe, I got 0.5 yellows.
Also, you get a bit more cash in Kaladim.
PS: I dont think this affected by the funky rate near the edges of the bubbles. My bar went from 3.2 - 4.1 and 4.25 - 4.75.
