Found solution for the meantime.

1) Set eqgame.exe to run in win98 compatibility mode only.
2) Set system performance for "balanced" to "performance" or some such.

Not sure which made the diff or if it was a combo of both but, seems to be running around ok now and can actually kite stuff - which I couldn't do b4 even if the mob was snared.
