I'd just go with max value in each slot and save all your money for spells / epic.
Epic is an absolute game changer and you can buy the final mq for about 80k (plus a couple / few hours of a druid friends time helping to farm faction).
Between Bane, Pox, Malo, and Torpor you're looking at 110-120k in spells.
At 60 with epic and all your spells, you can then acquire gear (plat and raiding) at a much, much higher rate.

Yeah, I'd take this even farther and say that Shaman really should just forget about stat gear entirely when leveling.
Stat gear is all but meaningless when it comes to gaining levels: having +200 Stamina is not going to make you kill faster (and of course in practice we're more likely talking about +2 Stamina). It's even unlikely to make you survive more, because you don't generally die when you start at max health, get reduced to almost dead, and save yourself ... you generally die because something goes wrong at whatever health (or something unlucky happens when you're at low health).
But your spells
will make a huge difference.
A JBB will make a huge difference (
edit: for non-Iksar ... sorry). An Ikky BP or a Fungi Tunic will make a huge difference ... and of course the Epic will make a HUGE difference.
So I say just keep wearing those tattered leather gloves (or whatever) to level 60: who cares?
[You must be logged in to view images. Log in or Register.] Save your plat ... and the time it takes to earn that plat (which is MUCH higher at 45 than at 60) for the things that will help you get to 60.
