I think this is basically correct.
Depending on what you're fighting, Resists might well be greater than AC/HP (even for non-raiding Shaman), and of course specific details will create exceptions (eg. I'd argue that the proc of http://wiki.project1999.com/Smoldering_Brand makes it better than pretty much any ratio weapon in the early levels). But again, in terms of broadly summarizing things , this is good stuff.

Thanks! I agree. My summary was the general case. Resists will certainly rank higher whenever you are planning on going after caster mobs or proc mobs. You can avoid these mobs in most cases while leveling, however, which is why I didn't include this exception.
I also agree about the nuances of switching weapons to match damage caps levels 1-30. I was too lazy to write a specific section for each of those, because I assumed the reader would know which weapon works best for your damage cap.
