That's not entirely accurate. The quest was changed to work that way at a much later date.
This being Classic, you have to revert to how the quest worked in classic, back when Kunark was originally released. Which requires researching the old posts on EQZam and going by date. Remember we're not going by current info, but info that is accurate with the classic time line.
