I know what you mean, but I think a higher pop rate is a good thing considering how many people want to get into seb, you might say it's not classic, but it's the old "classic mechanic" vs "classic in spirit" argument to me. In 2000 when kunark dropped, nobody knew what sebilis was or how many valuable items dropped there. Now everyone does, which you might say is itself "unclassic". The devs knew there would be a huge rush for keys, so I think upping the spawn rate makes sense.
