Also, your statement is wrong anyhow.

Classic had people selling powerlevels and so does P99. Should we ban the sale of powerleveling?

This line of thinking breaks into a much larger debate, which would be better organized in another thread.

This thread is about a bug. The experience given by scrolls has changed. Artelius and myself, and I imagine others, are curious as to the source of this change.

I'm sure the Devs have a source and so they made the change. It wouldn't make sense to change a longstanding precedent on a whim without a source showing the scroll exp was XYZ in classic.
