Likely nobody plays on Red for the same reason a good majority of people don't play on WoW PvP servers.
Lack of self control.
People who have nothing better to do with their lives and/or happen to have a lot of time will eventually hit the highest tier and will no longer have opponent so for fun, they go to fuck with low level characters.
Said low level characters get tired of it, and quit.
