The following are simple skill formulae that match the data:

Necro (not Emissary of Thule)
Riposte = min(level * 5, 200)
Block = min(level * 5, 200) add 25 for PoP pets
Parry = min(level * 5, 175)
Dodge = min(level * 5, 175)

Emissary of Thule - this had atypically low skill levels
Riposte = 150
Block = 0
Parry = 200
Dodge = 225
