A people refusing to adopt agriculture and starving is not the same thing as intentionally central planning a people away from producing their own food, and forcing them to cropshare inedible cotton at the end of the barrel of a gun, knowingly starving them for a decade and watching as they feed their own limbs to their children because the Soviet Bolsheviks feared their ethnic solidarity.
