Overall, Africa has about 9% of the world's fresh water resources and 16% of the world's population. There are about 17 rivers in the African continent. Among these rivers are the Congo, Nile, Zambezi, Niger and Lake Victoria, considered the world's second largest lake.

That would rapidly expand with the addition of mad made reservoirs and other infrastructural expansion to better capture the renewable water currently running freely out into the ocean. It's 9% of the world total as it stands with little to no effort being made toward capture.

We also have cloud seeding technology, which is only currently being used for weather modification warfare.
