The quest
Tinmizer's Fabulous Compactor does not appear to be implemented. This quest should be in-game as of June 2000, based on the page modification stamp on this Allakhazam
snapshot.
Currently on Green, there does appear to be a spawn cycle w/ placeholder for Kozyn Gigglephizz as suggested in the snapshot comments, however, Kozyn won't respond to /hails.
A quick description of the compactor as a reward from the Scrap Metal quest -

Occasionally you get a "Tinmeizer's Fabulous Compactor", which is a 4 slot container with a combine button. You can give this to Kozyn Gigglephizz, who wanders around Ak'Anon and he will give you a couple of gems as a reward.
