how do i start the penance quest as a iksar shaman?
i want to do the iron cudgel of the clairvoyant quest but i dont have the petitioner to turn in. i´m supposed to get it by starting the penance quest but zand doesnt progress the quest. he responds when i hail but when i say cudgel all he does is turn to me without giving me the ragged book.i tried saying i lost my cudgel but i get no response.
