If it's empty, the Highkeep basement goblins group is the best group EXP at that level range IMO.
Mistmoore is pretty empty these days IIRC, so you could probably go there and do some parts of it too (I think the pond area in the very front starts at low 20s so you might be able to do that and graveyard maybe? I think Castle Entrance might be too high for you).
Forest Giants in WW might be doable till like 31 or 32 IIRC? They're probably green by early 30s. But Frontier Mountains giant fort will open up for you in the mid 30s which is another great Kunark giant camp.
