No. Its not. He can refuse service because its inappropriate but not because hes a Muslim. A business has the right to refuse service if they feel like they want to, as long as its not for a reason we discussed above. It does matter if its offensive and he doesnt want his business associated with it. Thats fair and he has that right. To say "no im not going to bake this cake because you're a white republican christian" would be a lawsuit. They have legit reasons to refuse service, too.
All things that I said. He would find it offensive because he’s a Muslim. But he doesn’t have to refuse because he finds it offensive. He can refuse for literally any reason other than discrimination of a protected class

He could refuse simply because he doesn’t like the color of the shoes the person decided to wear that day. He could roll a six sided dice and then refuse saying it landed on a 5. It doesn’t matter

This is why generally it is a bad idea to explain to anyone why you are doing something, whether that’s refusing them service or, say, firing them in their job. You are not required legally to provide an explanation and all the explanation will do is give them more ammo in a potential lawsuit

Edit: the firing thing is for my state, AZ, which is a right to work state. Union states may be different though. And not providing an explanation isn’t a fail-safe to a lawsuit. For example, if a black person walks into your store and you say “get out I’m not serving you”, it might be hard to convince a court it’s for another reason other than racial discrimination. It’s all about what you can prove to a court
