when i got Evasive disc the cool down was 7 minutes at first then 15 minutes after next patch so I would assume our team of developers know the refresh timers on them. I trust our development team.

The development team doesn't trust the development team. They need our feedback if something is wrong.
not saying you're accusing them of being wrong or anything, just making a broad claim that they rely on us also to point out anything that's incorrect.
