10 kills and zero cloaks is really so bad that I don’t believe you though. Got it on the first time I ever killed him on live in velious era, but maybe it’s just lucky.

Believe it. Many reports from many guilds of clearing the entire zone with bards for hours, 6+ hours, seeing like 3 spawns, and zero cloaks. This needs to be reversed/changed. It's NOT classic currently, or even remotely close.
