Yeah maybe the prior camp holder had told him he could have it when he left and forgot? Or Safe had been sitting there and gone to do something quickly then came back?
In either case, you're correct that if he isn't in the zone at the time the camp is vacated he can't come claim the camp. So he was stealing your camp/mob. If you feel strongly, I would post the logs and screenshots in the petition forum and maybe Safe will get suspended.
