I don't know enough about each's specific economic and policy goals to answer it. But from a very general perspective, and excuse the gender-normativity of this very general explanation, but I've always felt like the left is like the mom and the right is like the dad in how they behave. The right is big on "tough love", law and order, personal responsibility, and minimal assistance. The left is big on nurturing, empathy, and support
So in terms of what side would have the quickest beneficial impact? I would say the left. In any "tough love" scenario, where you have a kid who has these negative behaviors you want to stop, so you start putting some boundaries on him, things tend to get worse, sometimes much worse, before they get better
So my very cursory answer would be the left would have an immediate and very noticeable beneficial impact, which might go down as the years go by. And the right would have a very negative initial impact, which might improve as the years go by
