That page shows what levels you can summon pets at, what they hit for, if they can dual wield, etc. I've always followed this and haven't seen it be wrong yet.

There is a slight problem on the wiki (or in p99's code, dunno which), the level 12 pet is supposed to be Level 9-12.

I remember being relatively disappointed back in 1999 that the pet didn't con yellow anymore when getting new spells at Level 12, and then delighted at Level 16 when the pet would occasionally con yellow again. Mage Compendium website on archive confirms this.
