Drug abuse and addiction needs a serious prison system that permanently removes freedom and keeps them separate from any other populations. Forever. Even cigarettes and alcohol. Any addiction really. Once ppl become addicted it's pretty much game over.
Maybe if you're clean for like 2 years and do an actual tour of duty like 5 years u could potentially get 1 extra second chance.
Granted some addicts aren't that bad and already did their tour of duty. Those guys should get all the drugs they want in a comfortable hospice setting.

If we had national service, we could constructively give these people enough structure in their daily lives such that they could be forcefully kept clean but also have some life. Throwing people away is burdensome to the state and frankly, we are bankrupt
