What does this mean? Are items used as global cooldown resets such as star of eyes acceptable to be used? Or is this to mean that no item with a right click effect is to be used, besides Jboots, pumice stones, and epic clickies but those items are allowed to be worn - just dont click it (such as a ring 10) and if so, are these items allowed to be used during the buffing phase, such as POM flowers?

No you are not allowed to click the POM flowers. You may only click the items that are on that list.
