Its kinda telling when you leave out the best part.

If you actually read the link you posted you would see this:

Earlier this month, before releasing its final report, the committee referred Trump to the Justice Department for potential prosecution on four criminal charges, including inciting or assisting an insurrection, obstruction of an official proceeding, conspiracy to make false statements to investigators, and conspiracy to defraud the US government.

He was not referred for "potential" prosecution, either. He was referred for prosecution on four charges.

Even a child can understand when you stop an investigation, its over. Thats what the "stop" part was about.

So if you stopped investigating, why would someone comply with an order to comply to an investigation which no longer exists???
