I'm trying to figure out how to spawn Raffel Minnmorn as part of the quest line

A faction guide implies just hailing Gash Flockwalker will spawn him, I tried that, I also tried the entire dialogue chain with him. He responds, but seemingly I can't get Raffel Minnmorn to spawn as he should.
Is this a bug or has it been patched out?
I brought a lower level druid there to track around the inn where he allegedly spawns and I can't pick him up ontrack after running through diailogue with Gash.
