Eye of Melnor has a
Feb 2002 mention of the item they had for 2 months in the bank had 23 charges but had 1 charge. Even when GM allegedly replaced it was still 1 charge. Matches the ZAM messgaes.
The aqualung remained 50 charges until reduced in a post timeline patch
