You'd be surprised most people bring lvl 60's to play and loot with lower level characters, which is totally doable. Plus, we from Kingdom try to be a strong group and swap out characters needed to fill gaps and ensure a good even flow. This last two open HoT raids were a lot fun and well quite well. We hope to keep this up as a regular thing. We love seeing our friends in lower lvl guilds or even unguilded score loot they may not otherwise have access to.
