Does wisdom factor into the calculation? Like weighted adjustment that means although a stupid person might not think to check if a mob cons red a wise one may notice a belt of halfling heads on a orcs waist and ponder the ramifications.

I'd think that would be an intelligence check.

Wisdom would be knowing that orcs have killed halflings in the past, so they are the enemy.

Intelligence would be seeing an orc belt made of halfling heads and interpolating that this orc has killed many halflings and is probably very dangerous.

A halfling warrior would charge into battle in the first encounter without having the intelligence to surmise that it will probably be a losing effort. However, the halflings wisdom would then trigger each subsequent interaction, and the halfling would recall that this orc is dangerous.

When you have low wisdom AND low intelligence, however -- that's a recipe for repeated failures. You lack the INT to be afraid, but also lack the WIS to recall past experiences. Then you have to rely on your brute STR and the durability of your STA in order to achieve any success.
