I don't have the eqclient.ini file in my eq folder yet I can play in windowed mode how can i change resolution without it?

If you install in Program Files the client doesnt have permission to write files in its own folder and will place everything it needs to write somewhere in Users/Name/AppData. Settings, Logs, screenshots etc will all end up here in this case
You can move the EQ folder into the C: drive (recommended) but you'll have to reset a lot of settings (including UI/macros) unless you found the AppData EQ files and moved them over
