For example it wasn't long after PoP launched they made charm pets take some exp on kills and prevented them from being used as tanks if the NPC had a hate list larger than 8 I think it was. TAKP is accurate for its era, but older eras should not be using TAKP's logic. All casters, even wizards, were just way too strong on Quarm.

As for magician pets, they were super OP on Quarm because they had a large ATK bonus that should not exist and have more HP than they should. I removed the ATK bonus awhile ago but the HP still needs nerfing. Another reason why they're so ridiculous is because Mage pets couldn't dual wield until the Plane of Sky opened in the timeline, so for much of classic it was necros who were the super OP ones, not mages.
