MQ used properly is good. A NO DROP epic piece (for example) with nobody in zone to loot is wasted. MQ allows at least a chance for it to be used.
You are correct though, the jboot perma-campers fuck everything.
We'd lose more by dropping MQ completely then we would gain IMHO.
I dunno what the answer is, if there even is one.
