Then the way to get change with that country (or any entity) is to cut them off. It’s just like a relationship. You have a spouse who is toxic in some way, you try pleading, you try plying, you try everything to make them change but you can’t control them. So you say “fine I’m leaving” and then, and only then, SOMETIMES, after a while they say “ok if you come back I really will change”
And then only sometimes they mean it. But it can be a way to get net positive change when everything else fails
